Establishing Services

The City provides electric, water, sewer, and solid waste collection services. As a City utility customer, charges for these services will be assessed and itemized for you in one convenient monthly bill. Services may be set up or transferred Monday through Friday (excluding holidays).

In Garden City, natural gas service is available through Black Hills Energy.

Services can be turned on the same day with required information presented by 3 pm. Service Agreement requests received after 3 pm will be processed the following business day. (Service requests received after 3 pm can be processed for an additional fee of $60 plus tax.)

Customer must provide the following:

  • A valid state issued ID.
  • A secondary form of identification such as Social Security Card, work/student ID, insurance card, passport, etc.
  • Lease Agreement (if renting).
  • Payment of Deposit and Connect Fees. Methods of payment accepted by the Service and Finance department include Visa, Mastercard, Discover, cash, check, and money order.

All commercial accounts require Certificate of Zoning approval. Please call 620-276-1120 for more information.

Utility Account Authorization

To have another person authorized to make decisions regarding your utility account, complete this Authorization Form (PDF) and return it to us by email, drive up window, or drop box located on the curb directly south of the building.

Security Deposits & Connection Fees

Security Deposits

Deposits are collected at the time service is set up. Anyone who meets the following circumstances must pay a deposit:

  • If you have not had service with the City of Garden City before.
  • If you have had service with the City of Garden City before but for less than twelve months.
  • If you have had service with the City of Garden City before but it was over 5 years ago.
  • If you have had a utility account with the City of Garden City turned over to a collection agency.

New electrical customers who can provide an acceptable credit letter from their previous electric utility shall not be required to post the deposit. Please have your previous electric utility complete this Credit Letter (PDF) and bring it with you when you set up service.

Deposits are credited to the customer's utility account after 12 consecutive months of on-time payments or are applied to the final bill. (Reference Code of Ordinances 90-85).

Deposits earn interest as established by K.S.A. 12-822 and authorized by the Kansas Corporation Commission. Deposits required are as follows:

  • Residential Water: $25
  • Residential Electric: $200
  • Industrial and Commercial Water: $35
  • Industrial and Commercial Electric: $400

Connection Fees

A connection fee for utility service must also be paid at the time service is set up. Connection fees and taxes are nonrefundable. The connection fees are as follows:

  • Electricity: $30
  • Water: $30
  • Residential Electric Tax: $0.37
  • Commercial Electric Tax: $1.34
  • Residential After Hours Connection Fee - Electric: $60
  • Residential After Hours Connection Fee - Water: $40
  • Residential After Hours Connection Fee Tax - Electric: $1.84
  • Commercial After Hours Connection Fee Tax - Electric: $6.71
