Payment Arrangements
It is understood that circumstances sometimes disrupt customers' lives and cause financial distress. If the utility bill cannot be paid on time, please contact the customer service office at 620-276-1100. Service will not be disconnected if a reasonable portion of the bill is paid and an arrangement is made to pay the outstanding balance.
Utility Medical Alert Form
If having city utility services is a life-safety issue for you or a loved one in your household due to a medical condition, please complete the Medical Alert form (PDF) with your doctor and return it to the Service and Finance Department. The Utility Medical Alert form does not excuse your obligation to pay for utility services. Completing and returning the Utility Medical Alert Form will, however, allow the Service and Finance Department and Electric Utility Service Center to flag your service address. In the event of a service outage, your household will be given priority when restoring services.
Disconnection of Service
Service may be disconnected if reasonable effort is not made to pay the bill in full or to establish a payment arrangement. Other reasons service may be disconnected include, but are not limited to:
- Corrective action is not taken on a returned check or bank draft
- Payments under a payment arrangement are not kept
- Final bill from a previous address is not paid
- A bill is returned from the Post Office
- Service or meter is tampered with, or diverted to alternate location
- Customer requests disconnect
Restoring Service
In order to restore service, all bills, late payment fees and charges must be paid in full, and a service charge of $15, plus tax, for each service meter disconnected paid. City Code Section 90-82 (d).
In the event that service is to be discontinued as a result of the failure of a customer to pay utility bills, the amount of the deposit may be increased up to an amount equal to two times the normal deposit. City Code Section 90-84 (c).
Checks will not be accepted to reconnect services disconnected for the reasons stated above. You may pay your past-due balance and fees in the following ways:
